Perl is a general-purpose programming language originally developed for text manipulation. It is now used for a wide range of tasks including system administration, web development and network programming. Since the early days of the web, Perl has been used to write CGI scripts, and is a component of the popular LAMP (Linux / Apache / MySQL / (Perl / PHP / Python)) platform for web development. Perl has also been called "the glue that holds the web together". Perl is widely used in finance and bioinformatics, where it is valued for rapid application development, ability to handle large data sets, and the availability of many standard and 3rd-party modules.

Peter Kitson who manages the Computer-Books project said "We are absolutely delighted to be able to offer this service to the programming community."
